SDK be released close before HL2 release ?

I heard on halfliferadio.com that the SDK will be released close before the release of HL2.

Damn that sucks. Rick Ellis said the SDK will be released soon but it won't take another 2 months. That email was back more then 2 months ago. Does that mean Valve got really bad schedule skills or they are just saying stuff that is not true...
