The full SDK won't be out till after the games release, as confirmed by Valve somewhere. Reason being they dont want the Source engine's ability to be too prevelent before their masterpiece shows it off.

I think they mentioned that a limited SDK my come out before release so modders can get on with the mods in preperation for the full release (or I just imagined that).
