Source SDK Teams Full-HELP!

I created a map for Counter-Strike Source. I placed 20 Counter-Terrorists and 20 Terrorists on opposite sides of the map. Each team member is a good enough distance from the another. When I test the map and attempt to join a team it tells me both teams are full. What should I do?
 
this is usually an easy fix. make sure your player spawns are not intruding any brush or another entity. for example if your terrorists' feet are all submerged in the ground, they won't be able to spawn there.

check this first
 
ya it happend to me one time and i just deleted them and readded them onto my map. i think it is just that u moved the ground layer of ur map slightly and intersected the ground with the cs or t spawn inteties.

This same problem bothered me. I thought alligning the player start locations level with the ground was the right thing to do, but i was wrong. be sure to raise your T and CT start locs slightly above the ground as well as making sure they aren't coming in to contact with any brushes or entities.
