Standalone Mod?

I just want to hear if there's a way to get a mod run without having steam or half-life 2 installed ..

The thing is that am using the engine to make a school project. Where I have make a cd copy of the game, that the teachers can take home and review the day before I do my presentation..

You could lend your Teacher your Steam account though

you will have to buy a license for the game which btw dont come cheap .
