Recently purchased H-L2 for my brothers xmas present. Been the nice person that I am hehehe I hate him to run the game and for it to not work therefore I’ve decided to install and play the game a bit… leads onto my question.....

This registration of the serial number etc….
If I was to register the serial and create a STEAM account (online under my PC’s IP) would my brother be able to create his own at a later date on his own PC’s IP or will he have to use the same username and password that I create.

you're not really clear on what you did.
what i would have done in your case (anyway i think it's the only way) is to create an entirely new steam account, buy HL2 for it, end of the story. give him the user/pass at christmas.
