STOP IT NOW.

Correct usage is as follows in these samples:

The guys at valve ARE going to finish HL2.

Valve IS going to finish HL2.

When speaking about many people, you say ARE. When speaking about many people as one entity, you say IS.

Another example,

"School is gonna raise the price for prom admission." It's not "School ARE going to raise the price for prom admission." The reason being, when you say school, you really mean the school board, comprised of more than one person.

So in conclusion, STOP SAYING IT WRONG.

Although, I agree, it does confuse me sometimes.
 
Watch out, here come the grammar police!

Valve are (see?) a group of people. A school is a building. It's about what the object is based around. Your exaple is wrong but a common mistake: you SHOULD in that example say school are, but you say is because you rarely see or hear the governors at work.
