stuck due to cheat enabling (I think)

I am unable to get through a part of "We don't go to Ravenholm..."
This seems to be a result of enabling cheats, since I got stuck in another part earlier and was able to get through by disabling cheats.

This time it will not disable. I have inserted the command "-console" into startup options.
I have typed "sv_cheats 0" into the console before loading the game. I have also typed "sv_cheats 0" into the console during gameplay. I have alternately typed "sv_cheats 0" and "sv_cheats 1" into the console both before and during gameplay in an attempt to toggle cheats on and off. None of this disabled cheats - the main cheat being "notarget".

I have also loaded the game without the console. How this worked before...I'm not sure, but I can't get it to work now.

Any help?

Start up the game, load up your save, press the button above tab '~' to enter console, type in sv_cheats 1, press enter, type in notarget, press enter, type in sv_cheats 0.
