I'm stuck trying to get into this building. How do I shut off the gates?

IRCC that is where the supressor (?) is. There is a building to the left of you where you took that picture. There is a door there. that will let you have access to the center of the courtyard. You have to wind through all of that debri to get to it.

In that exact same spot turn right. All the way to the right, just next to where the fence ends (if you're facing the building), there is a door. Enter and there's a mini ambush setup (well, kinda an ambush lol - blast those suckers away)
