Because you see the brain prop from the strider, do you suppose that most of the other synths are intelligent? And even then, is there some central hub that the brains communicate off of, like a nexus?

Well they kinda are, explains their somewhat smart fighting abilities.

They're probably programmed to obey orders with the slight discretion of tactics on the field, like the combine soldiers.
