He's saying that Gordon's actions (destroying the citadel, [possibly] killing Dr. Breen, significantly weakening the Combine's hold) has attracted the attention of other parties who want to use Gordon for their purposes. The G-man is saying that he might rent Gordon out to some of these people, for the right price.
He wasn't "with" Dr. Breen. He worked under him in BMRF but it's pretty clear he didn't side with him. I'm sure he was there only because of the teleport experiments going on, and he cared absolutely nothing for Breen himself at the time.
