Troubles with connecting

Hi, My brother and I try to connect to the same server but it won't connect when one of us is in the server already. We have a router and we are both connected to it. We use seperate accounts and different HL2 cd keys. I don't know why it won't let us but it doesn't. Can someone please help me with this problem! Thanks.
