What is it with "Nova Prospect"?

I'm SURE as hell that I've heard that name been mentioned in a movie, mail or something else. I wonder if it could be some sort of prison-camp cause the time when I saw it, it was on a sign right to the door that shuts of in the start of the ~700MB movie.
