what's wrong? (water hazard)

I've read some of the "help"-threads on this situation, but I still can't figure out what I'm doing wrong. I thought that the metal-bars suspended from the wire should crash into the area with the "caution"-sign, when you triggered their release. And that you then would be able to pass through the "caution" area of the fence?
