I was wondering kind of the same thing, was the phase seven that final preload? Of course there is going to be an activation download but is there anymore game files that need to be downloaded?

There will be a download, but we're talking like a few megabytes at most. What's left to download? Last minute patches (unlikely), hl2 executables and the decryption key.
