Who was the G-Man talking to?

In Highway 17 when you get to the second house(I think) and you use the looking glass you see the G-Man talking to someone...Who is he talking to, and what is he talking about?

No he was giving him the rocket launcher. That's why when you got there Mr. Cubbage is all like explaining how it works and stuff.

i dont think he was giving him the rocket launcher - where would he keep it, in his little briefcase? plus when the g-man walks away odessa isnt holding anything - the fact that they were talking is just another mystery/conspiracy by valve to keep us guessing...

he doesnt have to give him the rocket launcher right there, it could be a be an agreement, "Hey, you guys are going to be attacked and need defenses, i have a rocket launcher ill sell/give you for whatever" Maybe, thats how the gman works, he creates wars?

We're not sure what they were talking about but the general theory seems to be that Cubbage is another of the G-Man's agents.
