The difference in size between the two forces makes it a ridiculous point. Every galaxy has hundreds of millions of stars. Every universe has hundreds of billions of galaxies. Going be that math if every star has one combine controlled planet, the combine outnumber the Covenant, roughly:
100,000,000x100,000,000,000 x (How every many Universes) to 8
I don't care how you cut it, those aren't good odds.
I also can't understand how anyone could possibly think the Covenant could take the Combine on. If the Combine is a Universal Union of fighting power, do you not think they may have come across slightly bigger challenges that an utterly insignificant coalition of doomed races?
Let's not mention that the Main combine forces, which are in another universe, can burrow through and come out exactly where they want. Again, slamming several hundreds of millions of troops into a relatively small space is going to ensure a quick victory.

Combine.
The covenant, though they have all their plasma toys, don't stand a chance, they have like only 3 or 4 vehicles worhty of combat, their common troops are small and would probably die when hit with the stun stick. The Elites are no better, their helmet (if that's what you call the pretty head dress) would block off some prereferal (spelling) vision and make it harder on them to find enemies. The shotgun, although slow in reloading, can ire 2 shots at a time, most likely killing hunters and broots, the pulse rifle's secondary fire would easily eliminate groups pf covenant, and not to mention the mass of the combine forces. They have so many weapons already, not to mention the crab and/or/also called Mortar synths. Atleast the combine army continues to expand. AND if any covenant did manage to set up a colony on one of the many combine ruled planets, I doubt they'd survive, they had problems handlingthe flood, good luck with handling the combine's head crab pods, which will give you Mawelites and Gruntines (covenant Zombies) to deal with.
