Turns out, the image is a ripoff of artwork from Assassin's Creed Brotherhood.

He appears to have some form of dwarfism in that painting. Achondroplasia, perhaps?
 
So some goofball used a copyrighted image from Assassin's Creed Andrew Breitbart's head on it?
