No. I'm pretty sure you need to buy the game from Steam.
Then what's the point of the 'add non-steam game'?
They need to start make'n these Retail CD keys work over steam, they should all work, I fail to see any reason why they cant do this.

I'll never use Steam for a third party MP game. As good as steam is they do happen to break things often.
1. Inability to connect to punkbuster services - sporadic not all the time.
2. Inability to play with retail users in some games.
You can also use the in-game Steam menu (shift+something) aswell, then.Basically, all that does is put a shortcut to an already-installed game (or any program actually) in Steam.
I don't see why should Valve do that. Steam is a profit service, how could Valve make money from having retail CD keys work?
It's impossible, both from a technological and a commercial point of view.
