Instead of hand-picking the best community avatars submitted to the contribute site, Valve have launched a contribute page where you can view all submisions. There is no browser or quality control. You just get a page of random avatars of which most will hopefully have something to do with TF2. You can get a perma link to the avatar, attach it to your profile or flag it as unrelated to TF2. There isn't any way to flag them as being utterly crap though, which most are.
