Hey guys, I have seen many people post about cl_cmdrate, cl_updaterate, cl_interp, rate and cl_rate and other various commands. What I was wondering is what is the best to set them at?

The settings are all bound to the F2 key, and by simply hitting F2 you can change from Slow to Normal to Fast to Blazing to LAN settings. Nice high speed DSL or Cable would use Fast or Blazing settings. Anything like an IDSN or dial-up would use Normal or Slow settings. It's a great file and everyone should download it. Just remember to use the setting that gives you zeros in your Loss and Choke consistently.
