Hi.I have problem with certain mods(halloween,gargtent).The console does not appear what ever i try.What could be wrong?

I have tried all normal things.I can't make my keyboard to produce tilde with one keypress(logitech cordless destop older).Changing console key in config.cfg doesn't work also!

Well,some mods show console then in menu(launch properties:-developer -console).Is there some command for config.cfg that prevents console from appearing?
