Frame Rate issues

This probably has been asked many times but is the frame rate in the videos and the sound not matching up a hardware issue or a video issue.

Also is there a way that i could extract the files so that i could run them with no other programs running( so as to get a better framerate etc...)

Help is appreciated.

Hardware.

You can use bink tools to convert them to another format, but you have to have some sort of player to view them. You can view them from your cache if you want to shut down steam.

Thanks, i found that if you have the advanced settings on bink player set as (see pic) it will run alot smother and sound will match up

anyone else experianceing these problems should try that
