Nobody is going to do that, you devious scammer... and you are like a leech, you feed off everybody else's gifts... only an idiot, somebody seriously deluded or somebody extremely desparate for friends would do such a thing... or maybe you are an idiot, seriously deluded or extremely desparate for friends...

It's not a scam, it's simply begging. All your guest passes and gaming gifts you get through Steam as fine to give out, but you usually give them to friends or family etc. He's probably basically looking to get the gifts then charge random people on the internet for them or sell them on for profit somehow. Do as you wish, but I wouldn't give them to a beggar like him...
