That's not a drop in bandwith (it's the game servers), and there's already a thread on it.

I think you'll find that the server/bandwidth usage on stats page there changing actually means nothing.

People always try to pre-empt Steam updates by looking at this but I think you'll find that the bandwidth hit to Steam is relatively small when Valve are transferring the files to the content servers for an update.

Half-Life 2 will be released on Tuesday.
