half life 2 game of the year edition wont start up on steam

I had half life 2 game of the year edition since late december and during that span I switched over 3 computers and it worked fine but recently I bought a new high end computer which is a DELL that can play any game on tha market so when I installed half life 2 game of the year edition into the computer along with the steam site and waited for it to update I tried to boot up each game it came with in the package but it wont work.

Its been 3 weeks so far and have attempted to un and reinstall it through that span but no luck and dont know what wrong because I have all the right requirements in my computer to play it and I know that my drivers and sorts are updated because if it wasnt, the game would inform me to attempt to do so and it puzzles me alot to the fact it wont start up.
I went to the support page on steam and all I found was nothing identical to the problem I am having and even my firewall has the steam site itself on its exceptions list so I dont know whats wrong and feel like I am going in circles with this. I hope someone knows at least something to this matter because this is confusing to me.

So what are your system specifications? (Be sure to include things like soundcard and HD space too)

my system specifications already work well and half life 2 did work well when I gotten my new computer the first time but after the computer crashed I went out and bought a new harddrive which is a 120 gig and have a radeon 9550 also have a direct x9 and over 512 megs of ram space so I am all good to go also my sound card is perfectly new and is in shape so I dont know what is wrong with half life 2 and am 100% sure it doesnt have to do with my specifications on my comp.

What was the reason why you bought a new HDD for? Because That must be pretty serious crash you had, which broke your new HDD and all.

Did your HDD fail beyond life and that was the cause of the crash or Vise Versa?
Did you OC anything, especially by giving more volts? Memories? CPU? Etcetra, Etcetra?
Any symptoms prior to Crash like reboots, Black Screen, BSOD, No-Boot Hardware conflicts, BIOS Error?
Did you clean install windows?
After install windows, did you update Windows and all of your components?
Did you flash your BIOS?
Is your PSU efficient?
Is your cooling system working and cooling components?
"New" doesn't mean hardware/Software will work, without the right most current updates?
There are so many things why HL2 worked and not working now, Especially Post massive crash.

well the first time i did so it worked well but after playing an hour of it the game crashed and gotten the blue screen of death so I had gotten a new harddrive with a 120 gig in it and plus new components so when I reinstalled half life 2 it refused to work on steam and it bothers me because in my past computers it ran very well but anyways does anyone know the exact requirements possible for half life 2 because I recall I have everything in it to make it play well. I did hear something recently that the steam servers have been overflowing and that half life 2 and the other games liek half life source, counter strike source failed to load up and play so that could be the reason so I dunno at all
