Help needed on airboat level

Hi All .....Im on what I think is the airboat level have been to the red building on the dock and worked my way right through to the water "locks" in the airboat. I entered the building where the armoured personell carriers are and went through 2 rooms to outside where I walked along the dock entered another room with tanks. I then went up the stairs to the door. I open the door and get to what seems to be the water canal/ lock which is surrounded by barb wire and has a gate with a round steel wheel. No matter how hard I try the wheel wont turn. I tried using the spanner from one of the rooms(garage?) but it didnt work

Please help Im stuck

A screenshot would help.

But I think I know where you are, so i'll try to help. When you're looking at the broken valve, turn right, and see the metal thing hanging from the wires, underneath it are some flammable barrels, shoot the barrels and the metal thing will fly down and hit the gate open.

Once you get out and see the route canal from above (where there's a jamed steel wheel), look around and you'll see a dynamite barrel, blow it up. The explosion will release some iron rods swinging into the locked gate and smash it open.
