HL2 & CS:S Simple noobie questions

Hi there, I wish to have some info about VALVe's new games.

about CS:Source:

1) Will it be possible to play CS:Source on LAN without the Steam Online autentication?
2)In this case, is it possible (and eventually legal) to play on LAN with some PC but only 1 CS:Source license?

...and about HL2:

1)A simple performance question. Having a 2.7+ Athlon XP with 1GB Ram and a GeForce 4200 128MB, I'm wondering if it'll worth the money to upgrade to a X800 or a 6800 or if it's better to go for a Radeon 9800 (maybe XT) that is currently affordable. Moreover, if VALVe gave away HL2 coupons with the 9800XT, is it right to say that the game will be fine on that hardware (even if it's been delayed for one year)?

Any feedback will be appreciated...

Well I don't think you can play cs lan with only one license, but the anwser to the first question is yes, and about you're harware question, well you're system is fine, but I would upgrade you're gpu to atleast an 9800 pro, you don't really need the x800 or 6800, thats overkill, in that case you would probably need to upgrade you're processor to to take the fulles advantage of the x800 or 6800, but with an 9800 pro you will be able to pla yon highest settings css and hl2
