HL2 Dedicated Server issue

Hello,
I run the dedicated server form my computer at my colleges lan parties. I am presently having the issue that while the option for up to 32 people appears in the server options before I create it, when I actually launch the game the limit is automatically set to 18 or 12. Any idea on how to resolve this issue?

You cannot run above 16 players in DM unless you hex-edit a file somewhere.

Grr... that is irritating. Does anybody know what file to hex-edit? Also how does one activate the council (sorry, I only have HL2 DM as it is what is used for hosting the LAN) and use it. Thanks!
