HL2 model solution

Hi i was wondering what is the best program to create, modify and skin hl2 models in? For example if i wanted to reskin a metro cop with different coloured jacket, but change his face mask to be just a simlpe helmet on a human's head? what sort of program should i use? which is the easiest to learn?
