How can people in Ukraine buy the game?

People in Ukraine (Russia) is buying the game.... I saw an article where people could buy the game for 40 Euro...... I cant remember the site where i found it, maybe here on Halflife2.net.....

It's a pirated version. It's been mentioned several times on these forums.

It's not even the full game, just a compile of the leaked source.
