How do you install HL1 mods?

I just downloaded The Specialist HL1 mod and want to play it again.

However I put it in the sourcemods folder and then i put it in the steam\youremailaddress folder and it still doesn't show up on steam. Any idea how I can get it to show up?

I know HL1 mods work because I have team fortress working on steam, but the Specialists doesn't want to show up anywhere.
