Well, you couldn't be more right. The HL2 setting is a genius place to add in multiplayer components. It appears a good part of the game is commanding and working with squads. Since, for the most part, the rebels all look alike, as do the Combine, they're the perfect models to use for multiplayer faction members.

You could do a coop mod about a number of things. You could fight off waves of striders, have pairs of drivers/gunners in buggies try and outrun an alien gunship, or infiltrate a Combine-held base without raising an alarm.
