Can someone tell me why i cant spawn npc's in HL2EP2???

Every time i type for example: npc_create citizen its showing me this:

Attempted to create unknown entity type citizen!

Can someone tell me whats the problem?

Also how i can equip the created npc or create a npc armed with... for example shotgun??

Zombies can't be spawned with shotguns unless you edit them somehow i think
