Intersting note found on wikipedia(yes, concerning Gearbox stuff, lol)

Included in Calhoun's papers are several pages describing bizarre animals, claiming that the facility houses strange specimens from across the globe (they are, in fact, Xen aliens). A point of interest is that the same pages describe how, in the event of an emergency, security officers are required to co-operate with military personnel from the Hazardous Environment Combat Unit, suggesting that Black Mesa has experienced problems with escaped specimens before.
Maybe the HECU was set up simply in case of a breakout in BM?

Alternatively, it could be just because

A. It's a miitary-run base so they'd be working quite closely with the armed forces.
B. It's the kind of place where an accident of some sort is likely and also the kind of place where security is tight: in the event of such an accident it's the HECU that would be called.
 
Then why would they be killing the Black Mesa Personal? If a breakout DID occur wouldn't it be necessary to preserve the scientists so they could continue thier work after the mess was dealt with? Plus we already know G-Man was involved with the HECU

But HECU killing BM Personal (during Lambda Incident) because outbreak was too large...
 
I doubt the HECU was at all intended soley for the purpose of containing outbreaks in Black Mesa - more likely, they just were the ones you would call were that scenario to come about.
 
I'm not the HECU commander. I don't know why they decided to kill all the scientists as well. Maybe they felt they knew too much and needed to be silenced; maybe they felt the resonance cascade was deliberate and was to be regarded as an attack; maybe they got confused about how to recognise a headcrab zombie when they saw one.

EDIT: When things go wrong! In the lab complex! Who you gonna call? That's HECU!

Yeah, probably. That's what I always thought.
 
I remember when Dr.Rosenberg in Decay want call HECU (he knew them)...
 
I always figured the HECU killed the scientists to contain the outbreak... since BMRF research was most likely sponsored heavily by the government, it wouldn't do for anyone to blow the whistle if the problem was uncontrollable, since the government would be considered responsible.

If you can't stop the problem you caused, at least stop people from knowing you caused it.

nope, there's nothing in it that I saw that said anything about aliens... it did have a letter in it similar to the one in the Half-Life manual though, that I've never seen mentioned before...
