G.SKILL 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Dual Channel Kit Desktop Memory Model F3-12800CL9D-4GBNQ - Retail

Thats the ram, which is DDR3 1600. The mother board though, says this:

Memory Standard DDR3 2133 (OC)/2000 (OC)/1800 (OC)/1600 (OC)/1333/1066

Does that mean my RAM will only work if I OC the motherboard?

What motherboard do you have?

It means the motherboard chipset and or memory controller is not approved to run at some speeds, but the motherboard manufacturer has designed the board to do it by overclocking.

The 1600MHz memory can work just fine on 1333MHz, but 1600MHz is often useful if you want to overclock your CPU.
