Moving Steam to a new machine.

Maybe I phrased that wrong. My hard drive is (slowly) failing and needs to be replaced. All my important files are backed onto a web server. The only thing too large to back was my games. That wasn't a big issue- I passed them all and just use them for modding and such. But is Steam/Valve going to give me a hassle when I reinstall HL2 onto my new hard drive?
 
Nope. Just log in under your steam account, and redownload/install HL2. That's one of the features of steam, You can access your account anywhere, and play any games anywhere.
 
Make sure you log out of your account before you make the switch. That way you can log in on the new install.
 
You can login at a new computer without having to logout of the old one first. The original login automatically expires when you login somewhere else.
