Isnt' there a website supported by Valve or whoever made the source engine for halflife 2 for people make mods for the game?

I remember reading about it a month or 2 ago and can't seem to find it.

Any help would be appreciated.

there's a valve collective too, don't remember the link (the ones I tried were blank) and it might have been replaced by the wiki.
