Population of Earth by the time of HL2?

I'd say around 60 millionish divided between 40 Combine cities or so and with some living out in the country. Probably around 2-3 billion killed in the Portal Storms and 3-4 billion killed during the Seven Hour War.

How many would you say are left on Earth?

165 million. The combine realized how amazing us yanks are, supported by the fact that everyone's American in HL2 (Cubbage not withstanding). Half of the voting population died in the year 200x when the Overwatch got the list of names of Bush voters, found unfit to be integrated into the Combine's cluster of species.
