I've always wondered why the Black Mesa personnel are neither held accountable for their apocalyptic blunder, nor hint at feeling any guilt. Surely the Combine invasion hasn't brought out the best in human nature? I think the reverse is more likely.

Eli is a pretty charismatic guy, but who wouldn't want to lead an angry mob and stick Magnusson's head on the end of a CP's stunstick?
 
The administrator was mostly to blame. He was likely rushing the people, hoping to get in contact with Xen.
 
All ex-Black Mesa people are dead or in secrecy. As for the Resistance scientists, Raising the Bar have interesting unused scene script.

Not to mention there were those (purely comic relief) rebels calling Kleiner an idiot.

I do think that "realistically" people in that situation would want a scapegoat. But I can see why Valve didn't want their minimalist story to deal with it.
 
Well Eli obviously feels great responsibility for the Resonance Cascade as evident in "Our Mutual Fried" chapter in Ep 2.
 
should have played out like the Nuremberg trials, but everyone on the planet were being punished and controlled, so i'm sure the public were probably asking them to fix it while getting attacked
 
Don't forget that it's the ex Black Mesa staff that have the best chance of ridding the combine. They already managed to get some to safety in Black Mesa East and are working on ridding the Combine for good. So yes, they could lead an angry mob and get revenge, but at the end of the day what will they achieve by doing so. I think that the survivors are clinging onto anything that gives them hope so that hope far outweighs the feeling of revenge.
