Scanner Batteries

Is there any rhyme or reason as to when suit batteries can be salvaged from dead scanners? Is it completely random whether any given scanner will drop a battery, or are there ways to increase the odds of salvageable batteries?

it probably depends on the difficulty at which you are playing and most likely your current health and suit power factors into it

I thought the synth scanners always dropped batteries when killed.
