Server help!!! [dying! ]

I would like to set up a server for half life 2 deathmatch, iv downloaded the files i need... but one thing is topping me.. i belive its the router i have... i had a bt voyager 105 of which i could host a server no propblem..
now i have a safecom samr 4114 as me and my sister now share a net connection... now i am aware i need to prot forward... but according to the safecom site i need a static i.p to do so. i have a dynamic i.p so it changes. the problem is i casn host a server but it says for other people [server not responding] i have NO CLUE how to overcome this so MANY THANKS to anyone that can help =[
 
The reason it says server not responding is that you haven't port forward yet, and/or you haven't turned your firewall off (thats what I have to do anyway)

Truth on all accounts. Another 2 minutes to proof read your posts so the rest of us don't strain trying to read it would be nice.

i HAVE port forward.. and the only firewall i have is windows firewall. and its allowed according to that. and the router firewall is also off.

and sorry for the mis-spelling.
 
Iv done that too in the server cfg. Ill try entering it in the console too but i did mention that i have another modem. a bt voyager. But in order for my whole family to access the internet i need my samr plugged in. It works fine on the voyager. so its definatly something to do with the router.
