Since when was Breen in charge of Earth?

How did Breen ever get the power to surrender our entire planet in the first place. Being administrator of a super secret research facility doesn't mean you're president of the world. You'd think that the leaders of the major countries, US, China, Russia, Britain maybe, would form some kind of joint power structure. But I guess someone else said "hey, look at that guy with the funny beard, he has lots of experience running research labs, and only one of them ****ed up and got aliens all over the place and then got nuked, let's make him leader of the free world, he reminds me of my dad."

Umm.. What do you call all those Combine soldiers, helecopters, Striders, Gunships? And the massive Citadel?

They took over by force, not by saying "Here give the world and..."

The fact breen had the teleportation technology, so I think that help combine to teleport numeral places at once, so the earth's massive army failed to defend itself.

That what I think.
 
My guess? The rest of the world is in ruins, and he came to pick up the pieces.

Put in charge based on his fortune, perhaps. I assume he's a rich man.

but it doesn't mean you're ONLY administrator of that research facility either. it's likely he had other titles too, and somehow he managed to get to be earth's consul with some help here and there (most likely from the combine, it's conceivable he contacted / got contacted by them and convinced them he was the best man for the job)

Yes - but you have to understand that "Seven Hours" is not to be taken literally (well in a sense it is) but in a more metaphorical sense.

Perhaps Breen was the first guy to communicate with the Combine, and so he became Earth's ambassador.
 
But you'd think that most people would see Black Mesa as a major f*ckup and blame whoever was in charge of the facility. Lets see, billions of dollars worth of government material destroyed, hundreds of the world's top scientists dead, hundreds of soldiers dead too, oh yeah, and they covered the whole world with aliens. And the whole invasion was caused by Black Mesa in the first place. I'd say that the guy screwed up big time and would lose whatever position(s) he might have ahd.
 
It's entirely possible that Breen was disgraced for his role in Black Mesa.

But once the Combine invasion began and the military forces of Earth were reduced to ash and the governments of the world destroyed, who is to say that an opportunity didn't arise where Breen could seize what little power humanity had left.
 
at the black Mesa East chapter, there are newspapers that say that earth surrenders and Eli says that Breen himself proclaimed himself as the ambassador, so he propably just saw Earth as a loss in the war and decided to kiss ass and become the enemies firends
 
yeah, you do have a good point, but somehow if you listen to his speeches he seems to acknowledge and blame what happened at black mesa.. sounds like he disculped himself (either by saying it wasn't him, or it was sabotage or whatever). either way, in the position you find him in the game, there aren't any sub-consuls or anything like that, he's pretty much alone at the top : pretty hard to bring him down, and if you consider that he was put there by the combine (so, no real discussion with other earth members was involved),.. he's untouchable.

i think it's a bit of both, he was nominated earth's representant by the combine, and he forged what happened/what happens to justify himself and control what was left of earth's inhabitants. remember : who controls the past controls the present, and who controls the present controls the future..
 
He really does try to distance himself from the Black Mesa Incident. Do you remember his one speech where he calls Gordon "responsible for the worst excesses of the Black Mesa Incident"?

Obviously he has been able to disassociate himself from it.
 
Maybe Dr Breen is a monkey in a suit, or a banana in pyjamas, did anyone used to watch that?
 
breen basically told the combine wot they needed to do to win over earth and for that they gave breen power and the chance of a new life on ther planet
