The combine have taken over the world! The G-Man is a representative of the previous government, overthrown by the combine! The old government is leading a resistance to get rid of the combine of the face of the planet! And thats where you come in. The Government aware of your achievements in black mesa, sends the G-Man to find you, to ask for help! I wont be suprised if there will be a time where you'll fight with the G-Man side by side (and Alyx maybe)! Picture the G-Man like Morpheus in the matrix. In the first movie Morpheus was a mysterious and all knowing person, then he was becoming more and more human!
