Stuck: Follow Freeman

Hey, I'm stuck because this person is telling me to follow him to the rooftops, but he does not move. I think he may be stuck. Is he supposed to move or am I suppoed to do something? This is after you destroy the three generators. I have looked everywhere and cannot find a thing. If he moves, where does he take you, and why is he stuck?

Is it barney (you met in beginning of the game) or is it a citizen? Just so you know everyone follows YOU. (Follow freeman hence the name) so they will follow you

There is another thread in another section (Steam / HL2 support) with this same problem. A solution is given there (try to load up a previous savegame)
