Stuck in Early Chapter. Need help ASAP

I need some help guys, Im really frustrated. I'm stuck at this part, and it seems like there is an invisible wall.

Im early on in the game, still on "Red Letter Day" and i just came out of a vent and fell onto a stack of barrels and killed a bunch of those razor robots. I found my way to a large shaft seperated by bars in the middle. If you go down the ladder into the water there are 2 large holes in the wall and a ladder on the other side. The problem is, YOU CANT FIT through the holes! Im not sure if this isnt what you are supposed to do, or my game is messed up. Ive tried crouching under water but cannot fit through the spaces.

Right, you need to raise the water level. There is a valve to the right of where your second screenshot is, about half way between the top and the water level, just jump onto the pipes and make your way down.

EDIT: then go back to where you fell down, and go down the ladder thats on the floor and start swimming.
