He was, so to speak, a big evil villian that was coated in anger and hate and other peoples blood from mass, random acts of violence, he just sucked at making his presence a true scary feat in the game. :P He felt really tacked on.

Ravel Puzzlewell (Planescape Torment) was rather evil.

She would go around and ask people this question:
"What can change the nature of a man?"

If she was not satisfied by the answear she would kill the victim.
No one ever gave her an answear she was satisfied with before she was imprisioned by the Lady of Pain.
 
The kingpin of crime, the ruler of Southtown, the lone wolf killer, the immortal GEESE HOWARD.

Owns one of the biggest crime syndicates in the world. Runs an entire town. He doesn't care about anyone but himself, and he'll kill you, your friends, your family, his OWN family (he shot his own daughter for falling in love with the son of his worst enemy, he's neglected and subsequently disowned his own son, drove his wife into madness...), just to achieve his ends. Master of a number of martial arts and possessor of the three scrolls of power. And he cannot die. Ever. So he just keeps on living and making trouble for people, mostly behind the scenes now.

The first guy that comes to my mind (but I'm sure is nowhere near the most evil) is
Leland Vanhorn (main bad-guy from Condemned).
He was a serial killer that killed serial killers in the way the killers killed their victims.


He's only the first to come to mind because I just beat it not long ago. :) But you got to admit, he is pretty darn evil.. He did all that stuff he did for no reason, just "because"..

The cities of Venice and Milan - Medieval 2: Total War

Honestly, I'm minding my own business, hanging out in Constantinople and taking back land from those wicked Turks then BAM!!!

Venice and Milan start a war between each other over something stupid(probably that wheat resource in Venice). Now I realize that both factions had been making a lot of secret alliances against each other and now all of %*#@ing Europe is on fire!

Now there's like 7 factions left in Europe: Byzantines(me), England, Spain, Papal States, Sicily, the Germans and stupid Russia, which never does anything except run around in circles around the eastern shore of the Baltic. You think I'd be happy now but now that the Pope has all the Catholics under his belt he launches a Crusade on Jerusalem, which means all the armies of Europe are going to attack me in Constantinople because they can't take a little boat ride!!!

Okay, I change my mind. The Pope is the most evil villan of all computer games, but Venice and Milan still blow.

His evil ways are featured in practically every WWII game out there

Do we know who leads the Seraphim in Forged Alliance, because apparently by the start of the game, Earth had already been destroyed

I too immediately thought of Kefka (FFVI) when I saw the title of this thread.

KOTOR spoilers:
The worst of the evil options in KoTOR are some of the most evil acts I can think of, though. Kefka's killing a town was very evil, but impersonal. Reven's having Balthazaar kill Mission, while being the less evil act, takes a more evil character to do, since both those characters have both been loyal to you and to each other. They respect you and are even willing to die alongside you. Then you on a whim have one kill the other.
