The "welfare" debate. (cont. from Russian M.s' thread)

So, my question to Cpt. Stern and Solaris is, who should be responsible for the welfare of a family of a single child and mother? Surely, unless the biological father has passed, shouldn't he be made repsonsible for the care of the child and mother even if he wants nothing to do with them?

True, the government should spend taxes on more constructive things such as the well being if it's citizens, but how far should it go? What should be the conditions/qualifications of being accepted into the welfare program? If the father is perfectly healthy (and just wants nothing to do with them as stated), he still should be made to pay child support tbh.
 
The welfare of all children is societies responcability.
 
You don't pay for a condom, you'll be paying out instead for the next 18 years


To put it simply, in some cases fathership works but in a lot in Australia, the mothers take hard working fathers to the cleaners
