Citizens and Resistance Forces are also living in City 17, and will be seen throughout Half-Life 2. Yeah, extras could probably pull off playing these roles, but why not mix it up and have some hot, young actors making cameos. Any actor from the WB could work like Chad Michael Murray from One Tree Hill. Or I’m partial to Disney’s Shia LaBeouf. Or we can go the whole rapper and musician route with having Eminem or Justin Timberlake… Or are they too “big” for the big screen?

And all they did was get people who look like the characters. I love Ed Norton, but think he would be awful in that role.
There are a couple good ones, Sean Connery would be good.

I think less well known actors would be best,, like LOTR, they could actually find actors for Gordon and Gman that actually look a bit more like them, but Danny Glover definately, lol, thats uncanny.

All of those matchups only take in looks. Most of them would have to lipsynch their characters. Sean Connery could be Breen, if he were younger, and didn't have a scottish voice. Chris Walken could do it fi he had a decent evil voice, and was younger.
