I'm uninstalling HL2 and HL2E1 (I bought them through retail) and am wondering if i will be able to reinstall them again later using the discs?
I don't want to have to buy them again :|

Of course you will. All you have to do is remember your Steam account login. The games are now forever tied to your account and you never need discs again. You can go to any PC in the world with an internet connection, download Steam, log in to your account and download the games again. You can install them onto any computer with an internet connection with any disc and log onto your Steam account and play.

I have no idea what's on the CD's/DVD's but aren't there the game GCF's just sitting there? You might be able to transfer them across perhaps, though it'll need updating.
