Those goddamn Holiday Sale trading cards

Can someone explain this to me?

I was Level 7 throughout the sale until today when I levelled up to 8 so I should get the trading cards from voting in the Community Sales, right? And yet I didn't. I only got one trading card when I levelled up, so now I have 3... and I should have 11! Why?
